Proposed Development Moratorium on Data Centers

and Artificial Intelligence Data Centers

Time:  Public hearing at 5:00 p.m., followed immediately by the regular Village Board meeting

Place:  Village Hall, W3275 County Road TW, Mayville, WI 53050 (Dodge County)

PLEASE TAKE NOTICE that on Tuesday, October 20, 2026, at 5:00 p.m., the Village Board of the Village of Kekoskee will hold a public hearing at Village Hall, W3275 County Road TW, Dodge County, Wisconsin, to consider a proposed resolution finding a need for a moratorium and a proposed ordinance imposing a development moratorium on data centers and artificial intelligence data centers, pursuant to Wis. Stat. § 66.1002.

SUMMARY.  The proposed ordinance would apply throughout the Village of Kekoskee and would be in effect for one year from the date of adoption. During that period, the Village would not approve a zoning amendment, certified survey map, plat, or land division authorizing construction of a data center or large data center used for the development or operation of artificial intelligence, as defined in the proposed ordinance. A large data center includes facilities with a maximum rated power capacity or total peak power load over 20 megawatts, or that would consume more than 200,000 gallons of water in a 24-hour period. The Village has received a consultant report raising concern that such a facility may overburden the electrical power grid in the Village and its vicinity and may use a disproportionate amount of water. Existing Village ordinances do not address those impacts. The Village intends to study the matter and update its Comprehensive Plan and ordinances before any such facility is constructed. Exemptions may be considered for activities with no impact or only a slight impact.

The public hearing notice and the Village Board meeting agenda will also be posted at Village Hall and on the Village website.

PUBLIC COMMENT.  All interested persons will be given an opportunity to be heard at the public hearing. Written comments may be submitted to the Village Clerk at the address or email above at any time before the close of the public hearing and will be provided to the Village Board.

ACTION FOLLOWING THE HEARING.  Immediately following the public hearing, the Village Board will convene its regularly scheduled Board meeting and may take action on the proposed resolution and ordinance.
